Being the co-chair of the group in which Keith's RC/Blob stuff
is being persued, I can say pretty authoritatively that what
RESCAP is doing is really orthogonal to what this list is about.

You could use RESCAP to find out additional metadata details about a
URI that an SLS service would return but that is really just a feature
of how you can use RESCAP to find the capabilities of a given URI, not
a feature/requirement of a Layer X service...
