The IRS framework draft says streaming 9 times (just few quotes ...):

    This document describes a framework for a standard, programmatic

Since I am quite pessimistic about influencing and modifying behaviour 
of the control plane (example above: IGP) by some external controller 
driven by applications.

IMHO IGP should provide solid domain wide IP paths between the network 
edges and should not be subject to fluctuations on a per application basis.
