I think some HW may be completely unable to look at EL if it's too deep in the stack (5,6 or 7 labels after top ...) as mentioned in Kireeti's draft ...
The subject is not as easy as you sounds to think ...

Stephane had assumed the EL insertion for stacked tunnels (i.e., SPRING in this context) would be too complex. However, in the use case illustrated in section 2, the EL insertion for SPRING is no difference from that for today's LDP or RSVP-TE LSPs.
