In that example, it is especially optional. If the transported packet is 
IP, then the hash can be done on the 7-tuple field easily accessible 
behind 1 or 2 labels. If the transported traffic is on a "fat PW", then 
the "entropy" label can be in the PW context.

The point Stephane makes is that the use-cases for EL should be better 
documented first.
