fellow IS-IS WG,

since there was zero feedback (neither positive/nor negative)
we took the liberty to adopt les' proposed cleanup
for the subTLV registries.

Since this is not a new protocol, but rather cleanup of the
code-point registry we'd like to expedite this and
WGLC it by 20-Jun-2014.
