I agree Nabil.

Several times we presented this draft.  Each time we agreed that ND may 
have an issue, admit it in text in the IP-OCB document, but do not solve 
it in this document.  That is what the current version of the draft 
admit there may be some ND issues, but do not solve it.

Even during the last presentation in Prague we said that.
