I think it can make sense to have a separate document listing the 
requirements for Road-Sode Units.

I agree with you that some characteristics of IP RSUs are:
- there is huge difference between the radio interfaces and the wired
   interfaces situated on an RSU;
- some RSUs may provide Internet service like DNS, and other IP
   presence indication like RA or DHCP.
- some RSUs may provide application-layer services like POI broadcast,
   or charge spot information, or time info.
- some RSUs may connect to the Internet at large.
