The debate we had off-list among several IUCG members due to various strategic considerations for them is now closed. The issue was the annoucement of the VGN/VGNIC concept due to its consequences as an "innovation opener", as a governance issue "solver or confuser", and more complicate as needing a "CLIC/DECLIC" possibility of cooperation, i.e. a common licence of development Libre, Institutional and Commercial" because the concepts, tools, solutions, developments may be transcommunitary.
