<sigh> Maybe I made them up. I just used all the search terms I could think of and failed to find the (multiple!) reports I remember.

Having said that, a few people (including you...) felt that requiring containers at the top level was beneficial for streaming parsers to detect broken streams. There could be streaming parsers that rely on that.
