This may be somewhat on the spec-lawyerly side, but

    Numeric values that cannot be represented as sequences of digits
    (such as Infinity and NaN) are not permitted.

is counter to the grammar for numbers.

For example, under any sane reading of what numbers mean this would disallow the rational number 1/10.
(Yes, I'm counting unusual number bases as an insanity.)
