Here's the thing:

Boots are basically essential.  There's no combination of movement speed items that will make up for you not having boots unless the enemy team just has 0 mobility and doesn't  boots, either, or won't  some way to kite you when they see your running around witut them.

That said, when you have an essential cice in your build, and you know one item slot is going to be dedicated to that stat (in this case, movespeed), good builds always have to look for value.  Penetration, especially FLAT penetration is far, far too valuable.

You can basically rename penetration as % damage increase, and you wouldn't be far off.  And that's the inherent problem.  A stat like that is too valuable in comparison to every other stat, because it will scale well until it either hits cap, or their protections hit 0 ( and even then, so long as it's not
