It's foolish to think otherwise.
Is it really asking too much to simply get rid of ISP monopolies and have better infastructure laid.? Come on America
Problem is that cities rule their own infrastructure, and they end up signing contracts with one, maybe two, ISP's, and that's it.  Asking the Feds to step in is going to make a more centralized point of control, and unless we can get the Federal government under control (e.g. NSA spying, TPP, SOPA, etc), its akin to putting the fox in charge of the henuse.
I wasn't aware Iowa was having problems accessing the intermet.
