The proposed charter looks suitable to produce a document that I'll want
to implement.

Rich does have a good point about "unnecessarily sacrificing security
properties", especially as the Charter will be the entry point for first
impressions to people outside the WG that might have unwarranted
concerns about constraints leading to less than state of the art cipher
suites; a half-sentence on that would help with impressions, but is
probably not necessary for the work based on the charter.
