Once approved, this document will remain in the RFC Editor’s queue until
rfc8736bis is also at the same stage.

The normative reference is on the new header, but also on the registry
updated to allocate the needed bits.

Q: Given [I-D.venaas-pim-rfc8736bis] is a normative reference. Do the
authors expect the ietf-pim-null-register-packing will remain in draft
state until the venaas-pim-rfc8736bis draft is finalized, or is there NOT a
normative dependence on the ‘new common header’?
