Just to close the loop I thought I'd ask over on the whatwg discussion list [1] to see if anyone remembers why res=bookmark can't be used with <link>. It doesn't look like it's generating significant discussion, but I figured it was worth a shot.

Since HTML is a "living standard" one would think that it could be changed without too much fuss unless, as you say, it was debated before and decided against.
