Instead of LISP control plane, consider using IPv6 Neighbor Discovery (IPv6ND)
messaging for the control plane. RS/RA/NS/NA over tunnels is all the control
plane messaging that would be needed. IPv6ND is the control plane used by
the AERO proposal:
