The problem with a flat number is that a map-server would need to do an O(n) search of the *existing* subscription database. Where if aggregatability was part of the database, using power of 2 searching reduces to O(logn). Since EID assignment is independent from the overlay, they can be assigned to hosts with similar color policies.
