Maybe, maybe not. This may depend on what exactly registries provide.
Anyway, adding stuff to a YANG model is easy should the need arise.

Yes, kind of. Some people suggested such an extension mechanism would
be needed but we lack experience with it. So the parameters are more
or less a placeholder. Perhaps there should also have been on
/tasks/task/parameters. (But then it is even less clear how parameters
associated to a task and to an action are merged.)
