Two little questions ...

- I think to avoid potential ambiguity in implementations it would be worth
clarifying what "does not advertise" means ... does it mean that Area Node
IDs TLV is not present all together or does it mean that it MAY be present
but it is sufficient that it does not contain any Node ID .. or both ?

- how does this apply to distributed mode if flooding topology is to be
used only in centralized mode ? Isn't the quoted text from section 6.4 a
bit incorrect and requires a fix ?
