The idea was that 4646 implementations can deal with whatever
happens in 4646bis wrt extlang-s, and "3" was identified as
worst case.  "1" was what I hoped for 4646bis, "0" is better.

Updating Wikipedia isn't our job - just a few days ago I've
updated the "frs" and "gsw" articles, IIRC "frs" still had
an old SIL code.
