This is unquestionably ISO 639 territory; "macrolanguage" is their word 
and their concept.  The only business LTRU and ietf-languages should 
have in this regard is to use the macrolanguage definitions from ISO 
639-3 (or none at all), and to lobby the ISO 639-3 people to make 
whatever changes we feel need to be made.
