Hi Debbie, You are correct on this point. I do however think however that
work such as that on RFC4646bis and other efforts such as writing of locale
data (a subproject of the new PanAfrican Localisation Network project will
coordinate efforts for up to 100 locales for African languages soon) can
provide very useful information back to the standard. Basically in using or
applying the codes in ISO 639 to various practical applications, we get a
better idea of gaps, unmet needs, and even problems with the existing set of
codes. 

Of course this is not a discussion to pursue on the LTRU list, but I hope
there is no problem to have such issues mentioned.
