Isn't that equally true for "yue"?

Then if they currently use "zh-cmn" for some Mandarin purpose, wouldn't 
they be equally encouraged to switch to "cmn"?

"zh" has historically been used to tag much more Mandarin than Cantonese 
or any other flavor of Chinese, but "zh" does not specifically mean 
Mandarin.  I was sure you and I agreed on that.
