In both cases the answer is "no, not unless they have been educated
through the medium of the standard languages."  Currently there is
nowhere where you can be educated through the medium of any non-standard
Chinese or Arabic variety (with the marginal exception of Hong Kong),
so this amounts to "not unless they have been educated".  (This obviously
excludes people in other countries who speak a non-standard variety but
have been educated through the medium of some other language altogether.)
