With a case sensitive decomposition into regularized subtags it's
de-DE and "de" != "DE".  The 5*8( ALPHA )  case is the only case
where "regularized" subtags starting with ALPHA can't be used 
directly as xml:id (if there happens to be an identical variant
subtag).
