Hi,

I support changing to unescaped UTF-8 for the registry
(consistent with the IESG policy in BCP 18 / RFC 2277).

But I also think Doug has it right that zipped content
as MIME attachments would be better, because the various
deployed email systems make raw UTF-8 (or any other UTF)
totally unreliable.

And if we move to XML with IANA concurrence, we'll get
UTF-8 anyway.
