During the teleconf call this week, those of us that participated came to consensus on recommending these directions for 4646bis (at least, this is the understanding I came away with):

- Do not pursue use of the extlang subtag; remove extlang from the ABNF.

- Allow all 639-3 code elements as language subtags.

- Deprecate all grandfathered tags like "zh-yue" in favour of just "yue".

- Deprecate redundant "sgn-??" tags in favour of the 639-3 code element having the same denotation.

- Come up with appropriate recommendations for matching or fallback between a given macrolanguage its encompassed languages.

We did not have discussion leading to any specific conclusions regarding matching/fallback or fields that might be added to entries to support that.

We did not discuss whether any macrolanguage IDs should be deprecated; e.g. whether zh should be deprecated in favour of cmn, yue, etc.
