No. The text on langtag.net is wrong. Grandfathered tags are always legal. These particular ones may become redundant (assuming Mark's idea of not implementing extlangs doesn't go forwards). But they'll always be legal. I think what Stephane means is "tags which would otherwise be illegal but are maintained for compatibility".
