The logic of <grandfathered> regular vs. irregular tags is affected
by <obs-extlang>.  If <obs-extlang> exists, then zh-min-nan is
regular, otherwise it's irregular.  I think.  I'm not going to
explain this to anybody who asks, I'd need a flow chart to grok it.

Did you forget a footnote (*) in your article ?  I'm not sure
that say zh-min-nan counts as using "pre-registered extlangs",
because min and nan were never registered as extlangs with
prefixes zh and min resp., RFC 4646 doesn't permit this.  It
only reserved the possibility.

OTOH zh-min-nan matches <language> + <obs-extlang>, messy... :-(
