It is right, because BCP 47 defers to ISO 639 for language subtags,
and ISO 639 defers to Ethnologue for the definitions of currently spoken
natural languages.

iso639-2@loc.gov, and/or to ISO 639-3/RA by following the instructions
at http://www.sil.org/iso639-3/submit_changes.asp .  No one else can
