I think Magnus's DISCUSS points all make sense, and the process
failures are mine.  I understand the point that a document this
crypto-heavy might have a better venue.

I think tomorrow I'd like to get an understanding of the decision tree
for what to do here.

    - My reading of things is that the decision with the greatest
impact is probably figuring out a proper home.

    - As for the intended document track, this seems to be largely a
function of whether there are IANA requests and what specifically is
requested (vis. Info vs PS), ergo this seems deferrable until other
decisions have been made.

I'd be interested to hear where specifically folks agree this document
should go, or perhaps whether it should go to secdispatch first to
have this question addressed by folks there.

If the consensus is that some version of this document is fine within
lwig, then changes like extracting the IANA-impacting sections to
another document in another venue all seem reasonable to me.
