Hi all,

we have started the process of updating the CoAP guidance draft. A few
small but important updates were made this time:

* Updated the text on base header processing to take into account CoAP
  over TCP and WebSockets.
* Added text on generic processing of options for block-wise transfer
  based on input from Christian Amsuess.
