I think the draft needs to define an 'invalid operation' and what should be done (terminate session with Status TLV and TCP shutdown).  Then in various places in the draft, one can say "Not doing this is an invalid operation (See section X.Y)"

This should make it explicit for implementers, and we can try to spot these corner cases as we develop interoperable implementations ;)
