I have uploaded a new version of this ID, as in subject line.

It makes no technical change to the -00 version, but I hope makes the applicability clearer. That is, a fully responsive network was the inspiration for the proposal, and the case in which it is needed. I don’t expect anyone to actually use a fully responsive network, for reasons as discussed, but a network that is more responsive (rather than scheduled) than usual may find the suggested additional message - permitted by OLSRv2, but not suggested in any earlier specification - useful.
