I support adoption (no surprise, I'm a contributor to all).

I'm fine with adopting then doing the changes or doing the restructuring
(queue parameters in own doc, merge credit extensions) then adopting -
is the chair's call.

PS I'm not aware of any IPR that applies to these documents.
