Our use case is different: it is a zero-touch routing protocol that
establishes connectivity for the control plane. It could also be used
in MANET contexts, but its first use case was an ordinary fixed network
that needs to be managed.
The routing protocol is ID-based, so it figures out the routes by
itself and does not require prefix-based rules to establish routes.

There is probably no easy answer.
I presented KIRA
https://datatracker.ietf.org/doc/draft-bless-rtgwg-kira/
two times in the RTGWG.
https://datatracker.ietf.org/meeting/115/materials/slides-115-rtgwg-sessa-2022-11-10-kira-rtgwg-01
https://datatracker.ietf.org/meeting/118/materials/slides-118-rtgwg-06-kira

So our use case is an ID-based routing protocol where we want to embed
the 112bit NodeID into an IPv6 address.

  Roland
