The draft is proposed standard, so it needs to include security
considerations.

Why we read?

This document does not specify a protocol, but provides rules and

recommendations for how to design protocols using [RFC5444], whose

security considerations apply.

The rules are for protocols, so it means that we need to discuss in this
section the implications of such rules for such protocols, therefore, this
draft is specifying important-part of protocols. IMHO, It is wrong to say
in this draft that this document does not specify a protocol, while it is a
proposed standard and specifying rules of protocols using an RFC which is
also a standard.
