The email says there is a group to be formed at ITU about the digital 
covid certificates.

We discussed extensively here and on 113attendees email list about these 
QR codes and their compatibility between countries, especially in the 
context of the IETF meeting needs.

The scope of JCA-DCC is the coordination of the digital COVID-19 
certificates (DCC) standardization work among relevant ITU-T study 
groups and external organizations and forums, fostering the use of 
compatible data architectures for sharing data, and promoting 
interoperability, agility and safety for users, and all relevant 
stakeholders involved.

JCA-DCC is open to ITU-T members. Invited experts and designated 
representatives from other relevant intergovernmental organizations, 
Standards Development Organizations and Forums may also be part of the JCA.
