Ah, the "last passenger is free" fallacy. That's a classic topic in 
economics classes. If the train is running anyhow, why don't you let 
people board for free? Rail companies choose the frequency and size of 
trains based on expected load, anyone using the train contributes to the 
expected load, and you have to assume that each passenger has pretty 
much the same cost.
