That is part of it. Also, many of the people who go to to IETF
meetings also attend other meetings, and we go to considerable effort
to pick times that don't collide with those other meetings. People who
work for large companies often have to put in requests far in advance.
Even in the small organizations I work with, we make our travel
funding budgets a year at a time.

None of this is secret or hard to learn about.  Please do at least a little
of your own homework to avoid wasting everyone's time.
