PC members: please produce a statement of intent for your attendance in the workshop. IAB members - you have a get-into-jail-free-card (as in, you don’t need to do anything to attend the workshop - lucky you!).

For most IAB sponsored or co-sponsored workshops, the IAB folks can attend without submission (though they can, of course, also submit).  Given that, I'd say extending the same to the whole program committee makes sense.
