Hi All,

As part of our IESG review the following has been identified:

Also in Section 4.1: given that the use of the registered port is at

the SHOULD level, why cannot it be considered the "default" value?


Are we happy to make this a default value?  This would not change any 
existing client implementations, but will impact server implementations 
as new clients get deployed.
