If you have a draft ready this week, mail the txt and xml to me, copying 
iesg-secretary@ietf.org, asking for manual posting. I'll approve it, and 
the secretariat will put it into the repository.

If you don't have it quite ready, the automated submission tools will 
open back up next Monday and you can submit the way you have in the past.
