In the process of resolving the issues raised in IETF LC/IESG review of draft-ietf-mediactrl-ivr-control-package,
RFC4627 ("The application/json Media Type for JavaScript Object Notation (JSON)") moved to a normative
reference.  BPC 97 (RFC 3967) allows this kind of reference (a "downref" from a PS document to an Informational
document), but requires that it be explicitly documented as part of an IETF LC. 

To wrap this up quickly and get this document into the RFC Editor queue, I'll request a new (the 3rd) last call for 
this document,  focusing only on the downref. Watch for the announcement of that LC shortly.
