Kevin,
I think the clean solution is to say that the policy filter on
originator always permits(non-)delivery reports, and the recipient
filter applies to the originator (that is, the destination).

It makes sense for a domain to say that it will not relay any type
of message to a specific recipient, but it does not make sense (to me)
to say that error messages to a recipient one is willing to handle
some mail for will be delivered or not, depending on the sender.

Should be a one-sentence fix.
