I think that the difference is important, and exactly analogous to 1327.

Appendix F gives PRMD=@  etc.....   

This is ONLY for use in this mapping.   In the user addresses, you
simply leave out the component.    I think that the arguments for doing
this in 1327 apply exactly here.
