This is an information draft, so I didn’t go look up the requirements with that, but we have “normative” references.  That doesn’t quite make sense.  Also, with regards to the references, there are a number of references in the “normative” references which don’t seem to have revision control, per se.  Is that okay?  Maybe the “normative” should just be “references”.

You have too many “MUST” uses for a information draft.

Otherwise I think this draft is well written and complete.
