[MLS] WG Adoption Call: MLS Targeted Messages

At the IETF 123 MLS meeting we discussed “MLS Targeted Messages“ [0]. This message is to judge consensus on whether there is support to adopt the I-D. If you support adoption and are willing to review and contribute text, please send a message to the list. If you do not support adoption of the I-D please send a message to the list and indicate why. This call will close on September 19, 2025. 

NOTE: This contents of this I-D were, until very recently, in “MLS Extensions” [1].  In some sense, this I-D was already accepted into the WG as part of the MLS-extensions, but we are just reaffirming this; note there were no objections raised during IETF 123 when we outlined this approach.
