As things stand, if you use data channels and don't use/support RTP, 
then there is no reason to use BUNDLE - you don't have anything, even 
potentially, to bundle with the data channel.

So, until and unless there is something else that can be bundled with 
data channel over DTLS then this is a moot issue.
