Imagine in you have an offer which contains both UDP and TCP candidates but
the m= line proto is UDP/TLS/RTP/SAVPF. Response has only TCP candidates.
The m= line proto should still be UDP/TLS/RTP/SAVPF since RFC3264 requires
that protocols for the m= line in offer and answer must match.

If offer has only TCP candidates and answer only UDP candidates, the
offer/answer will obviously fail.
